As Europe looks for the most effective ways to close its technology gap with other global powers, Italy is taking on a challenge that goes to the heart of its business sector. The country’s research system is now among the most dynamic internationally, as shown by a 60% increase over the past decade in high-impact scientific publications, particularly in STEM fields.
Yet Italy continues to face a long-standing challenge: turning research results into practical opportunities for small and medium-sized enterprises. This gap stems from several factors, including the small average size of Italian firms and broader structural barriers within the innovation ecosystem. Although SMEs often act as genuine engines of innovation, they may lack the capital, legal expertise or technical capacity needed to engage effectively with academia and navigate complex patenting procedures.
It is against this backdrop that the strategic agreement between the National Research Council and Unioncamere takes on particular significance. The initiative is designed to strengthen dialogue between the research community and the business sector and could serve as a cooperation model for other European economies with a highly fragmented industrial base. Its primary aim is to make technological progress a structural driver of growth, starting with SMEs that are already innovation-oriented and active on international markets. Bringing research results into these companies can generate a multiplier effect, strengthening the competitiveness of a vital part of the Italian economy.
The initiative also challenges traditional ways of measuring industrial development. The strength of an economic system no longer lies only in the excellence of its academic research or in the number of patents it files, but in its ability to transfer innovation to businesses and turn it into tangible economic value. From this perspective, the core objective is to bridge the long-standing gap between scientific research and practical application by building a technical support ecosystem capable of turning knowledge into a competitive advantage that businesses can readily apply.
At the centre of this strategy is Italy’s network of Chambers of commerce, which will act as the engine behind implementation. Building on the experience gained through the Digital Enterprise Points, the Chambers of commerce will serve as catalysts for innovation, carrying out a coordinated strategy based on three main pillars.
The first pillar is the analysis and mapping of technological needs. Through dedicated platforms and specialised assessment tools, the Chambers will identify companies’ needs and match them with the CNR’s catalogue of patents and technologies ready for deployment, selected according to the specific features of local production districts.
The second pillar builds on the Chambers’ extensive territorial presence. The Chamber network will establish a series of Innovation Labs: direct points of contact designed to bring researchers and entrepreneurs together. These labs will allow companies to test the effectiveness of a technology in a protected environment before committing significant financial resources, thereby reducing the business risk associated with innovation through a “test before invest” approach.
The third pillar concerns support for scale-up and entrepreneurship. In addition to providing technical assistance, the Chamber network will facilitate access to the financing channels needed to scale up projects and will act as a distributed incubator, encouraging the creation of research spin-offs and innovative start-ups. This approach can help ensure that scientific excellence generates economic value and employment locally, rather than remaining confined to laboratories.
The integration of national research with Italy’s network of Chambers of commerce responds to the need to broaden technological sovereignty across the economy. It shows how the combination of scientific expertise and territorial infrastructure can make innovation accessible even to smaller businesses, turning research excellence into a practical driver of competitiveness.
