GreenCam: Supporting Italy’s Transition to a Sustainable Economy

GreenCam is the Chamber system’s digital platform supporting businesses—especially SMEs—on sustainability, energy transition and circular economy through information, tools and guidance.

The transition to a low-carbon, resource-efficient economy is one of the defining challenges of our time. For European small and medium-sized enterprises in particular, navigating the technical, regulatory and economic dimensions of the energy transition, environmental sustainability and the circular economy require access to reliable information, practical tools and tailored support.


In response to this need, the Italian Chamber of Commerce system has launched GreenCam, a digital platform designed to support businesses and territories on the path to sustainable development.


GreenCam is a free service funded under the Piano Nazionale di Ripresa e Resilienza (PNRR) and implemented by Unioncamere in cooperation with the Ministry of the Environment and Energy Security. The platform provides a comprehensive set of resources addressing environmental, energy and circular economy issues, with a strong focus on the concrete needs of enterprises, particularly SMEs.


Although initially funded through the PNRR, GreenCam is a strategic asset of Unioncamere and will continue to be managed and developed beyond the end of the Plan. Several services offered by the platform will in fact be supported through the Chamber of Commerce system’s own resources, ensuring its long-term continuity and sustainability.


At its core, GreenCam offers educational content such as guides, in-depth videos and expert contributions that help users understand complex topics, including renewable energy, regulatory frameworks and resource efficiency. The platform also promotes events and territorial initiatives, creating opportunities for exchange and peer learning among enterprises across regions and sectors.


Recognising that information alone is not sufficient, GreenCam integrates interactive features that allow users to assess opportunities in a practical manner. A notable example is CERCam, a pre-feasibility simulator for Renewable Energy Communities (RECs). By entering key company data, users can generate tailored reports assessing the technical and economic feasibility of joining or establishing a community energy initiative, taking into account regional differences in incentives and regulatory conditions under national and regional schemes.


Beyond technical simulations, GreenCam also plays a guidance role by directing users towards relevant institutional tools and resources. The platform’s “Green Hub” section aggregates links to key public services and portals—including those of energy agencies and research institutions—offering a single access point to the broader ecosystem of green support mechanisms.


By combining information, simulation tools and institutional guidance, GreenCam helps demystify the transition process for enterprises that may not be at the forefront of innovation but remain essential to Italy’s economic fabric. Its design reflects the understanding that sustainability must be accessible, actionable and context-specific, particularly for companies operating in diverse territorial and sectoral contexts.


In an era in which environmental performance is increasingly intertwined with competitiveness, access to structured support such as GreenCam enables enterprises not only to comply with evolving standards but also to identify opportunities for long-term adaptation and value creation.


Looking ahead, GreenCam is set to become a central and autonomous tool for the entire Chamber of Commerce system, well beyond the PNRR timeframe. The platform will increasingly serve as the main reference point for all environmental activities promoted by the Chambers of Commerce, progressively expanding its scope to cover new and emerging areas, such as sustainability reporting and governance, water resource management and other key environmental themes.


This evolution will be accompanied by both an expansion of content and functionalities and a redesign of the platform’s visual and navigational structure, aimed at improving usability and accessibility. Dedicated thematic sections will be developed to support users in exploring these topics in a clear and user-friendly way, further consolidating GreenCam’s role as a key instrument for Italian enterprises engaged in the transition towards a sustainable economy.
